What is the best progression for a rustie?

depends on your goals. If you want to trade you can either rank to the Paddy via the Junker or XP to the Herc/Lanner via the Slider.
If you feel an itch in your trigger finger you should definitely go for the Slider as it can get you primary combat skills as well as some good ranking progress. From there you´d switch to the hawk for serious skilling.

I'd strongly suggest sabre -> rustfire -> junker. After this it's up to you which type of starter combat craft you'd like to fly. The Slider, Mercury, and Chitin would all make good choices.
